A Workshop For Coal Energy Activists

The Midwest Regional Conservation Committee (MRCC) of the Sierra Club has been working to educate activists with its Coal Burning Power Plant Campaign over the past three years. Coal-burning, electric-generating plants are a serious problem in the Midwest. They have great social and environmental costs. They require large expenditures of capital, they foul our air and water, and they pose a grave threat to human health.
On April 3, 2004, the MRCC will hold a workshop focusing on environmental laws and regulations of interest to activists who are working to oppose coal burning power plants. Our goal is to provide specific hands-on information for persons actively engaged in working on coal plant issues, and to provide participants with a network of activist and resource contacts. Sierra Club activists are invited to attend, and non-Sierra Club activists are welcome as well.
A TENTATIVE AGENDA IS BELOW. You will note it includes an overview of needed environmental permits, permitting procedures, emission controls, technology issues, health issues, legal considerations, coalition building, and examples of successful campaigns that are countering coal plant pollution. The workshop will address Clean Air Act requirements, BACT Analysis, NOX and Ozone Transport, Mercury controls, NEPA, and the ESA. Developing a case for litigation will be addressed, as well as message development to generate public support.
